Village of White City Water Committee Meeting Minutes
Thursday, January 3, 2019
President Steve Subick appointed trustee Brenda Subick as Note taker and called the meeting to order at 7:04pm.
Roll Call: Scott Van Loo, Brenda Subick, Shon Calvert, Stephanie Zubal, Bob Hubert, Craig Rimar and Steve Subick all present.
Discuss Water Leak at Kings Lake and White City Road – Board discussed the water leak at both Kings Lake and White City Road. The board was not able to come to a consensus. They did come up with 2 recommendations to discuss at the next board meeting:
- Split the cost of the water leak 50/50 between the village and the residents.
- Review the last month of water usage and bill the residents for that amount splitting it amongst all users.
Discuss Fees and installation of water meters on vacant lots – Board discussed how they wanted to handle the vacant lots that had meters set. Board feels that these would be included as part of the project cost.
Discuss tap on fees for new residents – Steve provided the board with information on how Staunton currently handles tap on fees. Board discussed options and decided that water tap on fees would be paid by the resident with the village providing supplies and the cost in detail to ensure that with the new water system the appropriate supplies are used. Resident will need to obtaining a permit and filing this with the village clerk for the board’s approval and once approved, must pay for all supplies in full prior to any tap on being done by a licensed plumber. It was also discussed that the resident would not be allowed to tap on until the payment has cleared the bank.
Ray Kolhaus was in attendance and wanted to be sure that it wasn’t going to be a higher cost for him if he waits to tap on. Steve assured him that everything is in place with the project so there would not be a huge cost if he decides to tap on later.
Discuss Revising Ordinance related to collection or delinquent accounts - Steve informed the board how Staunton handles their delinquent accounts and the board agreed that a revision to the current ordinance is needed. Board agreed that a paragraph needs added stating that the customer will need to request a hearing when they are disputing their water bill.
Discuss Ordinance 365 amending water rates – Steve informed the board that Mike Canny will be coming to the February meeting to meet with everyone about the new water rates. The board needs the new ordinance in place by April 1st. Steve informed the board how Staunton is currently doing their water rates with the new project and the board agreed that making the bills easier to read by putting the amount of water and the amount of the debt service listed as separate items.

CONTRACTORS ARE IN THE PROCESS OF INSTALLING NEW WATER METER EQUIPMENT AND HOOKING UP CUSTOMERS TO THE NEW WATER SYSTEM. DURING THIS TIME YOU WILL EXPERIENCE WATER OUTAGES WHILE THE INSTALLATION TAKES PLACE.
UPON INITIAL INSTALLATION IT IS LIKELY YOUR WATER WILL BE CLOUDY AND AIR WILL BE PRESENT IN THE WATER LINE. EVEN THOUGH WATER MAY LOOK CLOUDY THERE IS NO BOIL ORDER IN EFFECT. THIS CONDITION WILL VARY DEPENDING ON THE LENGTH OF YOUR SERICE LINE. PLEASE BE PATIENT AS THIS CONDITION CAN PERSIST FOR SOME TIME AND WILL IMPROVE ONCE SUFFICIENT WATER HAS PASSED THROUGH THE WATER SYSTEM.
